True. You just have to use a huge brush and set opacity to about 35% and go over the border area a few times to make it a true black.
My GF actually edited that picture [she's my photoshop protege haha], but you can just create a new layer, fill it with black, select the rectangular marquee tool [or the oval marquee] and set it to "feather: [between 25-70 pixels]" depending on the size of your image. Select the part you want to fade out then hit delete a few times. It gives you a nice smooth vignette effect.
Also, you can create a new layer and use the paint bucket tool to fill it with a gradient. Set your background color as black then use the gradient "background to transparent" and use a circular gradient. Should work too, but it doesn't give the best results.

Just thought I'd share this for all the Beatles fans on here. Visited my cousin in London a few weeks ago and took this photo of us at Abbey Road. Unfortunately that intersection gets quite busy so the photo had to be taken at an angle.
