I'm not sure a guy like Howard will ever be 100% of what he was before the injury. That's not to say he won't improve a lot from what we are seeing physically but he may never again be that athletic freak we've seen in the past again. His entire off season regime will be changed... the heavy weight lifting will be curtailed and certain lifts will be off limits is my guess having seen some College Football players go through very similar injuries.
I think perception is part of the problem with what we are seeing in Howard right now. He's in a new system.... he's not the focus of the offense..... he's with players that don't play team defense like he's used to having and even before his injuries he was never as good as a lot of people made him out to be..... that isn't to say that he's not good but to say that he was never going to come in here and be this magical force on defense that would allow the others to stand around on defense and he's never had a good post game injuries or not. He's the best Center but not at all facets of the game that's for sure.
