Can someone tell me why Sene can enter the draft, and even another player born in 1987, but American high schoolers cannot? What exactly is the rule that lets you enter earlier if you are not an American citizen?

He is right out of high school though. I'm not sure if the NBA would let an American player enter early in a situation where all else is equal to Sene's situation.
