When is the NBA Draft? (Time Zone Question)

When is the NBA Draft?
NBA.com says 6/28/06 7 PM Eastern.
Does anybody know what time it is in Hawaii Time?
Or even western and is western 3 hours faster than Hawaii? Summer Time?

I believe the draft, if it is live, would be at 2 PM.
