Wouldnt be necessary if they enforced the rules properly. The player must be set prior to the offensive player jumping. You cant move under a player when he's already jumped for a charge. Dumb call.

Also the reason why the nasty dunk on Nash by Kobe a couple of years ago wasn't called a charge. Kobe was off the ground before Nash was set.
